add more levels of restriction for citizens of towns.
I've been suggesting this for a while. However, now that Porping's base has been ransacked I feel like the issue has come to light. This isn't the first person to lose things in their city because there aren't restrictions on citizens from the towns. Heres my idea.
1st class citizen: No restrictions on building or removing blocks
2nd class citizen: No restrictions when mayor is in the town
3rd class citizen: Can only add blocks on empty spots, no adding blocks above existing ones (z axis). Can only remove blocks owned by themselves.
Also there could possibly be restrictions on the size of buildings allowed to be built on different citizen levels. I feel it's important that the mayors of the towns have complete control over whom and to what extent and area people can build within their towns other than just a yes or no based on citizenship.
Implemented a City Official system, which I think should satisfy the spirit of this request :) http://blog.8bitmmo.net/2012/04/town-official-system/

Can you please make it so people have to accept citizenship? This way players can't expect to take control of existing blocks just by placing a town stone near them and making the owner a citizen to take their blocks.

Sorry I forgot one last part. Items paid for with platinum should blatantly not be allowed to be moved by anyone but the owner under any circumstance. Other than trades.
