As it currently stands all the work that players have done outside of town is compromised. Should another player build a town stone they can essentially annex your structures and blocks and take them. This also means that roads and such can be split by a town blocking off long standing structures. Finally, if another town stone is set within the hypothetical expansion area of your town, it blocks expansion of the town in that direction forcing expansion to scew your town borders in any which direction. (Imagine that your town has been surrounded by 5 other towns in staggered positions your town could only expand in a zig-zagged direction or an elongated rectangle making your town stone forced to one side of the town instead of the center).
How can we fix this?
1) Players must accept citizenship so mayors cannot simply add a player to take their blocks.
2) Make it a rule that pre-existing structures have territorial priority. In the case that you are building a road and someone decides to block a road or structure while it's in progress. To me this is a form of griefing and should not be allowed. However, owners of the original structure must prove that they have been (before intruding player) working on the structure or road and that the intruding player is absolutely stunting the project.
3) If another town stone has potential to block expansion from another town the older mayor of the two towns MUST agree to the placement of the stone. Possibly this should be done through an interface. "______ is requesting to place a town stone in a position that may compromise your town's expansion. Do you agree to this placement? Yes/No"
4) Finally, under NO circumstances should platinum items be able to be removed by any player other than the owner.
The new inventory-return system prevents players from block stealing by returning the items to your inventory.

Basically two easy solutions both in terms of coding for the game and lack of complexity that would address almost all the issues other than border issues:
1) Platinum Items cannot be touched by anyone but the owner
2) Players must accept citizenship to a town -

5) Roads should under no circumstances be adjusted by anyone but the owner. Currently if a player builds a town off the road you have built they can manipulate it however they like and effectively cut your towns road off. This to me is absolutely absurd as many of us have had our roads set out for weeks,months, and even longer. The fact that a new player or new town can completely jeopardize accessibility to another town is ridiculous. -

Quite frankly I'm very apprehensive about getting platinum again because I don't want to throw more money into my town and have somebody screw up my road or my borders. If somebody messes up the carefully planned work I've done I might as well have not built the town at all.

I feel this is a great compromise that allows newer players full opportunity to claim their stakes in the game while also not threatening existing players and their progress.
