I need to fix this. More generally speaking, shadow performance is a harder issue to solve

Besides fixing the inconsistency of the rendering options, you might also make the shadows and the outlining separate toggles.
Even if not, consider simply what is most important about the render: accuracy and depth perception. Especially in the static oblique perspective, without rendering to aid perception, tall objects just look like long objects. Outlining helps depth perception, but shadowing, as it stands, does not seem to.
( I don't know if you've seen Realm of the Mad God ( http://www.realmofthemadgod.com/ ) before. If you haven't, try it out, you don't even need an account. Just click "play" and then when the server lets you into the tutorial dungeon, hit the 'O' key for the options. Change "Allow Camera Rotation" to "on" and leave the options menu, then press q and e. Notice that the ability to change rotation (as long as the world is properly rendered) greatly aids depth perception, especially in a game with an axonometric perspective. Consider this too.)

I can see a parceling system / offering multiple permission systems as being pretty handy for mayors and citizens.

For sure; I’m planning some PvP & Player Town Warfare rewards that should help with this. Also, more enemy types in future.
Consistently periodically adding block types (so long as it doesn't become feature bloat) may be one way to keep player interest. But don't be overly concerned about player interest when you're still here in alpha. :P
