make a central city where users can spawn to and walk around in to have a god time. Not editable by users. Staff only.
Wouldn't it be cool if there was a option to spawn to a central city that has actual stores and where you can hang out and have fun? A city that is not editable by users, only staff to keep it clean and spiffy! :D

You described the town/central hub root, all players can go there, only Sim A.K.A. Robby himself can edit it, and it has a social club area accessable via the telepad in the lower left corner of the spawn area.
