Buy an NPC. Create a quest.
Like signs you can buy an npc. You have simple options like make it a shop keeper with price settings, or make a quest (that actually appears in the quest log).
Quest Ideas.
Talk to another NPC. Deliver item. Kill something. Most quests are a combination of those 3 things in some way.
Rewards.
You can give them treasure(items or gold) with which they can reward the player.

I agree this is an epic idea. It would almost certainly cost plat, but it would so be worth it. Even for non-paying players, this would add so much to the game.

Quests are also one of the few elements that's in the game that players are unable to add themselves.

-You could have completing a quest unlock a door. Either make 'quest doors' or 'password doors' and they tell you the password. So the reward is accessing locked or hidden areas.
-You could do a quest that's a race and the reward is your name on the scoreboard.
-You could have a fun quest that's well written and people love to play.

When I first played 8bitmmo and did the tutorial, I actually assumed that we'd be able to do this, it seemed like a natural progression.

Oh! For delivery quest you get an envelope in your inventory which has a to/from description on it.

Also they can have requirements like "quest name whatever" must be completed first. They may just say a greeting if the prerequisites for their quest are yet not met.
