Make some ownership area changes
I'd like to see some, if not all of these changes. Some are more reasonable than others.
First, founders of capital cities are now Governors instead of Mayors. Or something to establish the distinction.
Capital cities (namely Origin, but others if more will be able to be built) still restrict block removal to the person who placed the block, and now require land to be parceled out in contiguous sections, probably determined by the governor, possibly with a price that can be set by the governor.
Player towns remain as they are (land, building, and resources are common), unless set to owner-only block removal by the mayor. Parcels not required (possibly not applicable).
The Wilderness now loses all ownership entirely.
So, permission zones are now:
0 - None: Users (Wilderness)
1 - Communal: All users in the group have equal control on all blocks in the zone (Basic Towns)
2 - Individual: All users in the group have control only over those blocks they placed within the zone, except for the Mayor (Towns with Ownership)
3 - Plot: All users in the group have control only over those blocks they placed within their plots within the zone, except for the Governor (Capital Cities)
...and...
Grass blocks (not astroturf) placed in owned zones are now only removable by players with the proper permissions!
I can see a parceling system / offering multiple permission systems as being pretty handy for mayors and citizens.
